Also there is a possibility for artists or cultural workers to apply for temporary acces to fulltime unemployment benefits from 01/04/2020 until 31/12/2020 You do need to prove 10 artistic or technical artistic activities or 20 working days (on which social security was paid, as an employee) between 13/03/2019 and 13/03/2020.

The law of 15 July 2020 to improve the situation of workers in the cultural sector was published on 27 July. Since then, the temporary right to full unemployment benefit for artists and workers in the cultural sector has been relaxed.
After 3 months, it appears that only 39 people have applied for it. Many are entitled to it but are often stuck in a complex application procedure or do not know that they are entitled to it. That is why we have a clear road map.
What is it about?
It is about temporary access to full unemployment benefit.
Temporary?
It is about unemployment benefit for the period from 1 April 2020 to 31 December 2020.
Full unemployment benefit?
We are talking about full unemployment benefit and not temporary unemployment benefits for force majeure or economic reasons.
Who can apply for it?
People from the cultural sector can apply for temporary access to full unemployment benefit if they
10 artistic ([removed] as a musician) or technical-artistic ([removed] lighting technician) activities (for which social security contributions were paid as an employee)
or 20 artistic or technical-artistic working days
can demonstrate in the period from 13 but 2019 to 13 March 2020.
Artistic or technical-artistic activity?
The RVA defines an artistic activity as creating and/or performing or interpreting artistic works in the audiovisual or visual arts, in music, in literature, in a performance, in the theatre or in a choreography.
The RVA defines a technical activity as an activity in the artistic sector that is carried out as a technician or in a supporting function, which consists of collaborating in the following activities:
the preparation or performance of a creative work in which at least one performer physically participates or the recording of such a work;
the preparation or presentation of a film;
the preparation or broadcasting of a radio or television programme of an artistic nature;
the preparation or performance of a public exhibition of an artistic work in the field of visual arts.
How to apply for it?
Step 1:
Make an appointment with your trade union or the Unemployment Benefits Fund.
Step 2:
Request your C4s for the period 13 March 2019 to 13 March 2020.
Step 3:
Register with the VDAB as a jobseeker: click here.
Fill in your C1 form: click [removed];
Fill in your C1-Artist form: click here.
Step 4:
Go to your appointment with the trade union or the Social Welfare Office with your C4s, C1 form, C1-Artiest form and proof that you are registered as a job-seeker.
